Regional Rural Delivery Framework
The Northwest Regional Rural Delivery Framework (RRDF) has an aim to target interventions to communities and environments in demonstrable need and to exploit sustainable development opportunities arising from the inherent qualities of the rural environment.
The PBRS was used to produce evidence-based spatial targeting frameworks for each of 6 RRDF Priorities to identify where interventions might deliver improvements within individual, and across several, priorities:
Maximising the economic potential of the region's rural areas
Promoting a prosperous sustainable farming and food sector
Improving access to affordable rural housing
Ensuring fair access to services for rural communities
Empowering rural communities and addressing rural social exclusion
Enhancing the value of the rural environment
The targeting framework maps for each priority were constructed from 3 layers:
1. Layer 1 focused on socio-economic indicators using regional rural benchmarked Indices of Deprivation
2. Layer 2 focused on environmental indicators, chosen to reflect the environmental objectives of each Priority (as appropriate)
3. Layer 3 focused on the specific thematic objectives of each priority
Taking it a step further, combining these individual targeting frameworks illustrates those rural areas in the North West with the greatest combined need or opportunity across all Priorities and their themes - allowing the comparison of these highest need areas against the Defra Lagging Area boundaries in the region.
