PBRS I - AVA

An Additional Value Assessment (AVA) has been developed to complement the PBRS, and is applied to each site selected for inclusion within a regeneration programme to take account of discreet local scenarios and other influential factors which the PBRS simply cannot identify - ensuring that site designers remain focused on why the site has been selected for redevelopment.

Area-based initiatives often involve a mixture of competing social, economic and environmental interests, priorities, strategies, needs and opportunities. The PBRS can be used to address these issues by offering a way of assessing and balancing potentially disparate agendas. It can also help maximise the synergy and sustainability of actions so as to achieve good social, economic and environmental outputs.

What is crucial to the success of the PBRS is that it takes into consideration the unique mix of interests, problems and priorities of any community and local area, to provide a comprehensive assessment of all these key factors - helping policy makers to make more informed decisions about where they can deliver the most benefit.

The AVA is a protocol which enables designers and local stakeholders to verify the key reclamation themes implied by the outcomes of the PBRS assessment. It ensures that the most pertinent regeneration themes to particular communities or development areas have been identified, and that the full range and depth of potential benefits are considered through project delivery.
